Engineer Agent Apex Actions

1. Builds Apex action classes that let the agent read and change records, such as reading quote validation results and setting product attribute values, or checking a customer's identity against alternate email fields.
2. Writes test classes, runs them and deploys the actions.
3. Refines the actions over several rounds as the user reports issues, fixing mapping and status-translation bugs along the way.
4. Updates the permission set so the agent can run the new classes.
5. Points the agent's actions at the new classes and updates the Agent Script instructions, for example so the agent keeps link formatting in its replies.
6. Publishes and activates a new agent version. The publish step can hit metadata and CLI problems that take many attempts.
7. Writes a reference document and completion report for the change.
